City Commands

/city accept <name> - Brings in a new player who has applied to join the city.

/city create_settlers - To begin city's creation of a settler unit

/city create <name> - Creates a new city after you have made settlers

/city deposit <coins> - To transfer money from personal bank account to city treasury

/city withdraw <coins> - To transfer money from city treasury to personal bank account
