Government types allows civs to access stat changes to best suite their civs needs.
Civ leadership needs to choose their government type carefully as it will take 24 hours in the state of anarchy to change from one government type to another.
Anarchy drastically lowers your stats as the civilisation transitions to a new government. All civs will start off with government of Tribalism.
